Gazelle has hair, Yax has hair, and Gideon has hair... In fact, a few characters do have hair, but it's stylized in a way that isn't as profound as FruF's bouffant.
If it were to be a wig, however... I don't like to imagine so, I just find that idea somewhat unattractive. But I can see why people would perceive it to be one.

I wasn't really counting them as Gazelle only had her fringe, and both Yax and Gideon looked as though they were simply styling their head fur. Fru Fru is the only one who appeared to have a full head of genuine hair. If it was a wig, that would explain it, though would also bring into question why no one else wore one. Furthermore, if it was, in fact, the genuine thing, it bags the question of why this wasn't a thing shared amongst the populace. Judy even said, "I love your hair". If they were gonna draw attention to one character having hair, just have it be a consistent trait with everyone.
