An old friend of Outrun's who wanted to use the suit to put a more permanent end to criminals, namely via killing them. When Outrun refused, he created his own suit, which he believed to be superior, and thus their friendship turned into a bitter rivalry. Like Outrun, Oust's suit allows him to travel at superspeed, and generates a bio-electric field that protects him from both the rigors of running at superspeed or collisions with anything. His visor also has a variety of different scan modes, can zoom in on objects ahead of him, and even has a video chat function installed. However, Oust also has the same greatest weakness as Outrun's: His own mind. In much the same way that Outrun's guilt complex prevents him from reaching his maximum potential, Oust's mental instability brought on by past trauma can cause his bio-electric field to weaken, making him vulnerable to attacks and forcing him to slow himself down.
