You must have orange caps on all toy guns, yet guys dressed/obscured like this are allowed in stores'n'stuff?

Guess it depends on the context of the toy gun. The little kids' toys produced commercially still have orange caps, but these guys make their own (or buy them from someone who makes them) and the government can't regulate those. Besides, when you're in a Stormtrooper costume it's obvious your gun isn't going to be real.

Well, Classics Megatron is obviously not real, yet he has orange cap on the barrel......I kinda figured that anything that even remotely looks like a firearm should have the cap if it is to be carried around.

I'm not sure what the exact laws are, but I would imagine Megatron looks gun-y enough from a distant front view, and that's usually when the asshole cops in this country panic and drill a little kid playing outside full of bullets.
