After seeing Sonic.EXE, It was a cool creepypasta despite being cliche, but I found it weird since Tails doesn't seem to....you know, HOVER?! That could have worked for him to escape! Well, Sonic.exe: Darkest Struggles gave an idea of what would happen if Tails did try flying away.
.exe basically LIGHTS THE SKY ON FIRE, Tails' tails would get torched, and he wouldn't be able to fly or run as fast (since he uses them to propel himself), which lets .exe easily catch up with him.

I disabled his flight in the Hide and Seek stage to make my game more interesting
