As things stand now, RIOT wouldn't use a fan-made suggestion even if there was a petition. This may sound a bit harsh, but I completely understand. Working on a game as huge as LoL is much more complicated than it may seem. I just enjoy doing these. I'm glad you like it.

Im sorry, but yes they do use fan-made suggestions. around 30% of the skins are fan suggested.
