I remember as a kid being nervous about watching Kaa too closely, because the swaying and the swirling eyes really do seem hypnotic! The animation here really makes it seem likely that Mowgli would be mesmerized by this!

The way Kaa moves side to side is almost hypnotic on its own, and the way he's smiling kind of menacing like he's thinking "There's no escape now, boy. Just a few more seconds and you'll be mine".
It's weird how Mowgli's pupils are shrinking and growing back. This is literally the only time that happens.

It's possible the movements of Kaa are helping Mowgli become hypnotized faster as if he's making him dizzy. The pupils might also be caused from his fighting like he's trying to focus, but loses it.
