This sounds a fair bit like one of my OCs, Techno. Techno actually is a big expert on computers and assembling them from their raw materials, but he's more of an expert on OS, especially Windows. :3 I'd give a picture, but I haven't done any formal one yet...

btw my Ponysona is named High-Teck. although he is alot diffrent then this character, for one he is both a mechanic and inventor he also outfitted his body with Technological componants mainly consisting of a front-right leg computer gauntlet, Tech-saddle (with Awsome Robotic arm appendages that can be deployed from there respected deployment bays. and finaly all these are attatched to a Scouter that works as a display screen for the Computer.
infact heres a pic of him with the intire onsomble [link] I he mostly came out G-1 esque but thats okay. a friend of mine made another version of him this time without the tech and his Cutie mark is fully displayed [link]
but anyways. this is an awsome character. Dollfins did a tubular job!

High-Teck is about the same but when he builds something its usualy quite advanced. he even owns his own flagship... Well.... that is untill it got burried by an avalanche. now its his base of operation and factory for building stuff for the Princess Celestria herself. the only thing of the ship that still visible is the bridge tower wich is now converted to his house (hes adaptable that way).
if these two met I wouldn't know if they got along together but I'm sure with the creativity they both have they'd probley build all kindsa stuff. High-Teck LOVES a Pony who is creative that way. especialy when they share his love for building machinery.

to be honest, High-Teck isn't known for going to social events. although. Rarity has managed to drag him to a few (wich he says he doesn't like because he would have to be stripped of his 'technolical happy place' or simply put, she forces him to take the tech-saddle, scouter, and wrist computer off wich hes not to fond of) although there are times he would go to oversee any machinery or equipment he built for the event. not unless she does something to get him invited.
