Nice.
I'm not a Naruto-fan, but as a pixel artist, I think you might be using a bit too many colors. The metal-part on his headband uses 3 shades of gray, which you could be saved by taking the gray colors from his armor. Also some shades on his pants are very close to some shades on his armor.
Also, his right hand looks a bit big compared to his left.
Other tha that, it looks really nice. Sorry for the huge amount of critic. Just trying to help
