Hmm, well I usually first think "what kinda personality will they have?" And what I pick usually depends on my mood, haha. For example, if I feel kinda sad then I'll make a sad character with a (usually) more complex design trying to vent out-ish? For this, I usually use greys, browns, purples, dark colors in general. If I'm feeling more neutral/happy then more simple-moderate designs with pinks, oranges, brighter colors.
When I think of the actual design, not much thought goes into it actually. I just think "I like stripes and spots" and experiment lmao
