Ebirah needs a stronger portrayal. If I were to redesign Ebirah, I'd make it more stealthy. It's shell covered in coral and looking more like the sea floor on the back, so it could lurk more on the sea floor, looking like terrain and catch other Kaiju by surprise. It's claws are pretty much the only weapon at it's disposal, so they need to be powerful enough to break Kaiju bone or cut off limbs even. Still, an encounter with Ebirah could be a brief one. If Ebirah can't cripple the opponent by surprise, it doesn't stand much of a chance in a fair fight.
That's how I'd do it, anyway.
