When she wins, she realizes suddenly she never thought of what to do. The ocean and land are so different and so incompatible. With her grandmother's guidance, she leads the merpeople in civilizing the seven seas. Sharks and other dangerous fauna are corralled, fishing is organized and strictly controlled, and every inch of the ocean floor is mapped. To facilitate better surface-ocean relations, titanic undersea structures are erected, whose tops peek out from the surface.
