Oh thanks for your question! I'm guessing Mycroft got it for his little brother, even if he didn't approved the pirate costume, he'll always end spoiling Sherly.

I've always imagined a very adorable childhood where Sherlock looks up to his brother, and Mycroft absolutely adores Sherly.
