then thin white circle represents the state/ Empire, the large black circle represents the first tier of the citizenry, of the the 3 smaller circle's, the bottom  represents sciences, the left is the militarily, the right is civil works,the largest center circle represents the government & the up'er tier's of the other 3 grouped.
the 3 smaller circle's in sciences,militarily, civil  represents the citizen taking the first steps in there chosen profession as well as  representing the second tier of citizenry. the smaller black in the government & the up'er tier's, represent high'er tier's still, tier's that any citizen can aspire to no matter who they are.

the small white circle is for the high council, & the ruling tier's of the Empire again any citizen can aspire to this rank, the black dot in the center represent's the Tsar/Emperor, the enter & the only content in the Empire
