Sure, I'll give you one I learned just recently:
When you want to shade something or lighten something, use Black and White colors set at an Alpha Value of around 10-20 for transparency. Then, to make sure you only get the edge of what you're shading, highlight what you want to shade with the Magic Wand tool. The transparent Black is for shading, while the transparent White is for brightening. ^_^
And here's one I've known for a long time:
If the artwork was sketched, you might wanna start on a perfectly inked lineart. This will make the Paint Bucket much more effective when you go to color. To do that, create a new layer above the background layer before you do anything else with the pic and trace over the sketch on the new layer, using the original sketch on the Background Layer as a guide. For more efficiency, you might want to lineart certain features separately, such as the body, head, Galva Suit and Cyber Tail (in your case). This way, the picture is easier to manipulate.
Hope all that helps; if you like, you can leave this comment up here for other people to see who have Paint.NET, since I find these tips I discovered to be extremely helpful! ^_^

use the wand tool and turn the bar above to change the area then you can get rid of the white lines other than that AWESOME

Wow. You're truly into these teamwork arts, aren't you, Gio?
Nevertheless, i'm really starting to like Nega Neon. Slowly, but surely.
