Plot twist(warning there are spoilers)
Will and Bert created the city a long time ago
got the judges trapped soon after
Gave power to the city to allow it to get all of the contestants in
And it was all a ploy for them to have friends in their upcoming sandwich party.

It's the mega plot twist at the end of the tournament. They're behind it all.

I bet they're future versions of Paradox and Never, who disguised themselves and went back in time to influence events throughout the tournament.
