No, they actually are not, and even though you assume that is the case here, they aren't married to each other in any way, shape, or form. They only have a close relationship and act as parental figures.
And to further explain the context relating to that, firstly, Duck adopted Dilly under Donald's name, and Donald eventually started becoming Dilly's father. Then, time passed, and Dilly asked if she could have a sibling, and conveniently, Douglas found and adopted Dally, who would become Dilly's little sister.
Nothing relating to incest or marriage happened between the twins. They just decided to take care of two little girls that they eventually grew to love taking care of.
