Well, it can. It's not about the tools. Tools are only tools. If you draw with mouse for years you'll be able to do the same stuff as with a tablet 
I've been drawing with a mouse for years and got used to it. Took more time but worked for me, for a really long time. If you can't draw at all even the best tools will not help you. Practice, practice, practice
