It's in the "Dark Empire" comics by Tom Veitch with the first issue being published by Dark Horse Comics in December 1994 and the last issue was in late 1995(Under the title of "Empire's End")

Episode VII could have Plagueis return. After all, he spent all that time trying to get immortality, and I kind of feel bad for him after Palpatine screwed him over

Sith Lord. Defined as, "One who will screw their master over at the earliest convenience to obtain ultimate power." You're right though; man I loved James Luceno's DARTH PLAGUEIS novel! Plagueis was a true master manipulator! He really did run most of the galaxy by Palpatine's election. And to see Palpatine in his early years as a brilliant sociopath really made sense of the evolution of the character. I'm just furious that Disney threw out so much great storytelling in the Expanded Universe. I hope they eventually accept MOST if not ALL of Plagueis' backstory!

While I loved the novel, I think they should keep Darth Plagueis ambiguous in order to retain some mystique. The figure talked in the movie sounds so epic in scope I think any book should be considered one take on the myth. If Plagueis does not return, then perhaps someone working for his objective, but never clear about what the man himself was like. Thus keeping him as a myth, and as such seem larger.
My headcanon is that Legends aren't non-canon, but aren't out of the picture. Lucas has stated that the movies are being retold by R2-D2. So what if "canon" is everything officially recorded in, well, I guess right now in "a galaxy far far away" while Legends is what's stated may have happened, but its been so long no-one's confirmed whether this was historically accurate or not. Β That being said, they'll probably adapt certain elements from the EU or get some inspiration.Β
I imagine that in Disney's eyes, the EU is currently in a limbo. Stories are not canon now, but could be. They'll probably declare KOTOR canon eventually because of how popular it is, how much it sells and how its a stand-alone that doesn't contradict with canon. I don't think all stories are going to stay non-canon forever, I just think they're still deciding what is and isn't. On an unrelated note, "The Night of the Doctor" canonized the Big Finish EU so it wouldn't be out of the picture for Star Wars to try their hand with canonizing certain EU
