Reminds me of when I worked in a fabric store. I had to deal with a lot of first-time cosplayers who couldn't figure out why they couldn't make a dress like that with maybe five yards of fabric. >.<

I have no idea who the character is, but the outfit is a delight. I like the choice of fabrics, and the things in the hair just set the entire piece off. Very well done.

I believe it's Hinoto from X/1999, an anime/manga series from the artist group called Clamp.
I haven't seen much of the series though so I'm not totally sure.
