They're bleached, I just use powder makeup to shape and color them : )

Bleach is what's used to remove one's color in hair : ) It works on textiles too. (You can put it in your white laundry to make it more white)

I can't tell if it's the exact same product (I doubt it, you don't prepare hair bleach the same way you do textile bleach), but they do basically the same thing : )
