Honestly, the first USS Collins was named after the pilot of Apollo 11, who stayed up in the capsule while Neil and Buzz first walked on the moon...

But in the Imperial Universe, we'll go with your description!

I was thinking it was named for Stephen Collins (Captain Willard Decker, Star Trek The Motion Picture.)
