I mean, at first you draw them black, but then you make them look so colorful and soft. How do you do that?

Photoshop or any other digital arts program has simple mechanics such as blending options, layer styles or even just colour swap tools to do so.

Yep, me too, but i think that what he does is just create another cap, and clip it to the lineart and then color (in paint tool sai).

Hey, it's been almost a month since your comment, so did you do any research yet? ^^ If not... *deep breath*
I've used a Intuos4, two Bamboos, and a Cintiq (all by Wacom) and while they're all pretty neat, they have their downsides.
For example, the USB wire (or the driver?) sometimes stops working correctly and then there's no pressure sensitivity. Wacom has re-downloadable drivers on their site, but don't have the greatest support imo. Plus with any tablet that doesn't have a screen like the $1000+ Cintiq, there's a big learning curve to learn how to draw with your hand on the tablet and your eyes on the monitor screen. But even with a Cintiq, the pen's hard to calibrate so your cursor is almost always slightly off, which interferes with your workflow.
You should start with something under $100, like a used tablet or a non-Wacom brand. The Intuos4 is pretty cheap now; you can find any size with all accessories for like $60 on ebay every now and then (instead of a new small Intuos4 for $220 four years ago). Also try looking up non-Wacom brands like Huion and Monoprice, they're a lot more affordable but generally do the same thing. Just make sure they're compatible with your OS! Super outdated tablets won't work.
After I lost my Intuos4 tablet pen, I remember considering the Huion h610 (Pro?) tablet which was, hilariously enough, about the same price or $5-10 cheaper than a replacement Intuos4/5 pen. At this point, I use a Bamboo Create and my 3DS for drawing, and could care less about what tablet I'm using. But if you reaaally want a new Wacom tablet, then go for it. It'll set you back at least $100.
Anyways, just do your research ! There's plenty of reviews, videos, and articles out there written by people likely better-versed with tablets than some random kid on dA.
