In the manga, he DID eventually admit the only reason he decided not to go psychotically crazy along with all the rest of the villains was because he didn't like the thought of chopping up the kids at school into itty-bitty pieces, which is what he would do if he let himself give in to his insanity.

They do in the english translations of the anime and manga. In the Manga they're a girl, in the anime they're a boy. But in both Japanese versions they don't give him a gender.
