if you having trouble drawing rain try drawing straight white/ very light grey 1px lines the effect you have going on clouds fur is spot on and just make the lines more frequent depending how hard you want the rain to be coming down white/ light grey is better for showing rain, tears or any other water droplets like these

well for rain effect you want a more layered look. some of the rain should be far in the background and therefore smol and super blury while some should be in the foreground and large and also fairly blury as it's not our focal point. Β in adition some of the lines you used to suggest rain aren't strait and in line with the rest of them. they need to all be going the same way
