I haven't played any of the games, I found out about her through the Kickstarter.

Well, if you get a 3DS, you can buy 2 of her games digitally (soon to be 3, but Pirate's curse has been delayed by almost a year >__<)

I can only afford either a Vita or a 3DS.

Having trouble deciding.

Try checking the PSN network and look which games are in there, if they have Shantae you may try it as well

They don't, and it would be strange if it did.

There are more games on the Vita than on the 3DS I want.
I'm likely to go for a Vita.

A little sad, but I'll play Shantae for sure if I get my hands on a 3DS.

Risky's revenge is on ios, and the game boy version can be downloaded and played in an emulator
