Like Nazeem, The Snow Shods, The Silverbloods, The Emperor, Captain Maro his prat of a son, anyone killed in Dark Brotherhood Quests, The Silverhand, so on and so forth. The again...Nazeem would never make it there he's too much of a prat, I doubt even Sithis would want his worthless ass.

Yeah but killing Nazeem is always a joy though isn't it? My Favourite was casting Fury on him and making him attack a guard, watching Nazeem get cut down in about thirty seconds was priceless. Also Nazeem lives in the top floor of The Drunken Huntsman and never, ever gets to the Cloud District, he's a poser.
