They provided the .PSD file for Photoshop. You just put that logo layer on top of your drawing.

Yes, GIMP can handle PSD format. Just make the logo layer on top of everything else.

K one more question ^_^ (sorry to be a bother) how would you you get your pic to be the exact size of the template? And well I not sure if my computer is allowing me to do any editing with the templates at all. :/ (suck with technology~)

There should be a resize/transform tool in GIMP which allows you to resize the layer (scale up or down to fit the Template dimension. If you're not sure how to do it, try to search Google for tutorial. Or you can resize your work to the suitable size first, then copy and paste as a new layer in the Template file. The deadline is near, so you better act quick.
