Please note that the story is taking place in an ancient/medieval inspired world. They don't frequently wash their clothes, however they do it more often than they did in medieval times though
Also: 1 week in Zäa = 12 days, but Sujan society has chosen to take 5-day-weeks:

Thus, Duhliya hasn't washed her clothes since 5 days. However, she has more than one set of clothes and she sometimes gets the chance to wash them in not-so-clean water in the place she's home at that time.
The reason they close the gates to the river is due to the hot summer seasons, in which the river shrinks dramatically. Usually, they have stored large amounts of drinkable water inside town until then already, but its not meant for washing. Mostly, only the wealthier have the chance of washing frequently.
