Second one from capital rulers - Meizo! She is the leader of Azir, capital of Coldarin continent.
Despite of looking innocent and naive Meizo is actually really good at planning, economy and city management. Don't be fooled by her cute appearance, cause she loves to use it as a distraction in the negotiations of any kind.
Meizo is always "on the field", so it's hard to catch her at her office or home. But if you have a good reason (better be about money), you can leave a message for her helpers, and she'll contact you as soon as she can.
