You'll have to let me know if you have a program like Photoshop (or GIMP, etc.) first, then I can give more steps~
The first step is drawing the picture itself (pen on paper, make sure the lines are dark) and scanning it in. It's good to draw something that has a good-sized blank section you can fill in with an image like this.
