I think it is canon from the animΓ© that Jessie and Cassidy were 'close' (although it's never specified exactly how) but that Cassidy had broken Jessie's heart for the sake of her own career in Team Rocket. A lot of who Jessie is now is based on her subconscious need to prove to Cassidy that she's worthy of her.
