Every small animal - Too general
Ray the Flying Squirrel - No official artwork available.
Mecha Sonic - No official artwork available.
Heavy & Bomb - Too minor
Battle Bird Army (Battle Bird 15th, Speedy, Fukurokov) - Too minor for satellite NPCs
Bark the Polar Bear - No classic artwork
Bean the Dynamite - No classic artwork
Tiara Boobowski - No classic artwork (outside of concept art)/Cancelled character
Honey the Cat - No classic artwork/Scrapped character
Metal Knuckles - No classic artwork
Tails Doll - No classic artwork/No, just no......
Witchcart and her gang - Far too minor.

1. Ray didn't get a classic-style artwork until recently (as part of Mania)
2. If I include the artwork now, it would be part of the classic Genesis era (1991-1995)
