In the current version, yes. She was originally Supergirl in the DCnU "Earth-2". And even before then, in certain alternate future storylines she wore the shield.

I think one of the earliest reasons for why she doesn't wear the 'S' shield was that she firmly wanted to be her own person, and not some variant/knock off of Superman ( which was why until the reboot, i don't think Powergirl had ever been a 'Supergirl', she had always been Powergirl ).
I think if Superman died or some other reason required the 'S' shield to be seen ( to rally hope in others ) then she would probably wear it.

yeah, that was the original explanation of why no S and the hole.
As well as no "P". which really makes no sense, post crisis.
The originally being just an S. But then, Kryptonian language was written, and the S was now no longer an S, it is Hope, or the "house of El", which just happens to look like an S. This still stands today.

Her series actually has very good writing, and the boob-window has grown into a very good re-occurring joke, one of which is that she has the boob-window because she never has the time to design and sew on a logo.

She may be wearing the House of El but she's got the crazy eyes going on. If I saw Powergirl look at me like that I'd be all "oh snap she caught me looking somewhere other than her eyes D:"
The blending on the shading is really nice and smooth especially in the gray to white areas.
