Make a feathered selected of the part you want in the application ( lets say photoshop ) go to filter and then add your desired blur effect. Be it motion or lens etc...

I like this painting a lot! I've always loved dragons, and I've especially loved stories, myths, and legends about dragon queens, dragon princesses, and dragon goddesses too... and this image conjures up such mythical magnificence as so such legendary tales. There is so much about this picture that is beautiful, powerful, and awesome! The woman's face is very striking because she has such a beautiful, serene, and dare I say goddess-like expression which draws one to look at her and not look away. It is what I call a compelling gaze, and that suits the kind of character you are creating with her in this scene! Her outfit looks very cool, and doesn't overdo it with the dragon motif but uses it judiciously and well. There is nothing not flawless about this painting! Totally had to fave it, for def.
