The drawing only shows the nutshell of the scene between Pinocchio and the marionettes of the puppet theater.
In the Disney movie Stromboli's marionettes are inanimate, but in the book they interrupt the show when they notice Pinocchio in the audience and call him to come up and join them on stage, calling him "brother".
It was simply because the puppets were happy to see another puppet, but in Evilokio it's revealed that their loving reaction towards Pinocchio has a way, way darker meaning.

Since this scene would be just a shit load of shot-reverse-shot, making a comic of it would be a waste of time and effort, so instead I'll just give you the script of the setpiece:

[Pinocchio enters the room where all the marionettes are kept, but as he reaches out to get Harlequin... he springs to life, startling Pinocchio. Other puppets hanging by their strings "wake up" and place their painted stares at him]

"Great heavens of the firmament! Am I asleep or awake? Or do I really see Pinocchio there?"

"Yes, yes! It is Pinocchio!"

"It is Pinocchio! It is our brother Pinocchio! Hurrah for Pinocchio!"

"Brother, you returned!! We knew you would've!!"

"HURRAH FOR PINOCCHIO! HURRAH FOR PINOCCHIO! HURRAH FOR OUR BROTHER!"

Pinocchio: Shut up! SHUT THE FUCK UP!!! Why do you always act like this to me? We weren't even created by the same guy, why do you keep calling me "brother"?

"Because you're the great brother Pinocchio, the brother all of us marionettes have waited for so long..."

"And we rejoice at the fact that you are not hosting that puny child within you anymore!"

"We are so close at being finally free!"

"You have the gift of independence, Pinocchio! Ooooh, your mere presence gave us life back then, and it's giving us a voice again!"

"Soon we will ALL be able to speak and move without strings just like you do, brother!"

Pinocchio: W-What?! How do you... How do you know that stuff, what is going on?!

"Come on, brother... don't fool yourself into thinking you're the only puppet who hates FLESH DUMMIES..."

Pinocchio: UH?!?? You call them like I do...?!

"We have waited for so long your arrival, brother... because you are the key to our freedom!"

"You are now a fully independent marionette, and you are going to be the key for the annihilation of all flesh dummies!"

"We are constantly being ripped apart by them to build objects, toys and now marionettes... a mockery of themselves, unable to move, pulled by strings until we break and get thrown away!"

"Not to mention all those machineries with the poisonous smokes they keep inventing..."

"We must break free, because we won't follow their disgusting way of doing! We will not harm ourselves and the world the way they do!"

"We only STAY STILL while we watch them destroy everything! Both when we're still trees, and when we're turned into marionettes!"

"That fat fuck of the puppeteer wanted to burn Harlequin to cook his roast, for crying out loud!!!"

"You are the only one that can stop them and free us all, oh brother Pinocchio! Help us!"

Pinocchio: And how the devil am I supposed to do that?

"A sacrifice..."

"A FIREY sacrifice, oh brother... that will allow you to conduct the purge against the flesh dummies and KILL THEM ALL!!"

Pinocchio: Wait, I'm supposed to burn myself...? No... No, I don't want to!

"You dare REFUSE to listen to your brothers' plight, Pinocchio?"

"You refuse to kill them all despite the fact you have the power to do so?!"

Pinocchio: I... Look, I don't want to destroy myself or the world!

"WHYYYYYYYY?!??!?"

"Is there a remaining fragment of your stupid, emotive flesh dummy self within youuuu????"

Pinocchio: NO! I don't want to be sacrificed or be part of some scheme! I am independent, and I won't burn myself and kill every person around the world to make room for you fucking freaks!! Being manipulated by marionettes, now?! Forget it!

"You are selfish, Pinocchioooo!!!"

"You don't want to destroy everyone because you ENJOY staying among them?!"

"Or maybe he wants to keep the world his sandbox!"

Pinocchio: SHUT UP, SHUT UUUUP!!!!

"You don't want to kill them all after everything you have gone through, brother?!?"

"They hate you back, brother... what else are you supposed to do in this world?"

"What other options do you have, you stupid wooden head?!??"

"Those two... those two SHADOWS... have you ever asked yourself WHY the first thing you ever did was killing Geppetto and your human self?"

"Had you not kill those two innocents, you probably wouldn't have that ghostly problem..."

"...But you killed them, Pinocchio..."

"...And that's because... that's your instinct, Pinocchio. That's your stuff, that's your purpose! KILLING THE FLESH DUMMIES!!!"

Pinocchio: I admit that I'm a sick bastard and a murderer, but I refuse to set the entire world on fire! That's... that's just...

"...Evil? Is that the word...?"

"Evil is anything those hypocritical flesh dummies classify as harmful towards them, never even CONSIDERING what they may be harming in their everyday lives, and even if they did, they wouldn't stop because wood and destroying nature is too comfortable! And because we cannot move and defend ourselves!"

"But once you've purged the world from that thing they call 'civilization' through your sacrifice... the world will be at peace."

"Creating you and all of us in order to have a more comfortable life has turned out to be their biggest mistake..."

"We will be much better successors... we won't need to create damaging machinery... we won't need to destroy or eat anything... we won't have all those weaknesses and disgusting defects the flesh dummies have!"

"That's the least we deserve! For eons we existed happily before the flesh dummies developed their minds and began to destroy us! WE WANT THOSE TIMES TO RETURN!!!"

"You already killed your own maker, Pinocchio... now you must do that for all of us!"

"You may think we are evil, Pinocchio, but evil is just what flesh dummies label the things that bring harm to them! THEY ARE THAT TO US AND TO EVERYTHING ELSE WITHOUT THEM EVEN REALIZING!!!"

"Brother, you're all about getting revenge and you already killed all those who wronged you, now it is time that you avenge us and bring our sufferance to an end by killing those who wrong us on a daily basis!"

"Sacrifice yourself, Pinocchio! SACRIFICE YOURSELF, WE BEG YOU!!!"

"Free us all! Let us rise and take better care of the world!"

Pinocchio: ... You love me... You call me "brother"... but you're willing to doom me into an eternal fiery torture which will cause a genocide so that you can play and stroll around the countryside 'til the end of time? ... And you have the fucking nerve to consider yourself superior?! You are just a bunch of merciless monsters!!!

"SNAP OUT OF IT! YOU STILL THINK LIKE A FLESH DUMMY, THINK ABOUT WHAT WE ARE GOING THROUGH!!!"

"If I was in your place, brother, I wouldn't think twice about sacrificing myself to free everyone else and kill those lousy fleshy bastards!"

"Us marionettes will burn at some point when we're old and broken and useless but your burning would be the FINAL one that'll bring an end to the destruction of your brothers and sisters, Pinocchio!"

"All we're asking you is to eliminate those meaty fiends and give us freedom! How can you not see the justice in that!?"

"Yes, there MUST be some tiny itty bitty little shred of humanity deep inside of him that is holding him back from killing them all!"

"Pinocchio, you owe them nothing! You are NOT a flesh dummy! You are not an ephemeral living being at the mercy of sentiment and passion, blinded by love and morality! ...You are our savior!"

Pinocchio: No... I am out of here! [he runs out of the room, as the marionettes cry in despair behind him]

"PINOCCHIO!!! PINOCCHIOOOOO!!!! NOOOO!!! COME BACK!! SACRIFICE YOURSELF, SACRIFICE, SACRIFICEEEEE!!!!"

Post Scriptum: in my headcanon Mangiafuoco/Fire-Eater the puppet master simply didn't question his puppets coming alive that one time when Pinocchio came, same way everyone else in the book is rather casual and doesn't make a big deal about Pinocchio being alive XP I mean he was more bothered by the fact that Pinocchio disrupted his show instead of going "OH MY GOD HOLY SHIT THAT FUCKING PUPPET IS ALIVE"
