Tip:
don't struggle with the background when making cloths, just draw the cloths first, then erace a thick layer around once done. you could also use the bendy line tool in white, and chop off a portion. If using gimp: make a dot, then hold SHIFT to make a straight line, if you make enough straight lines, it will become curved.
