I've finished I drew this pic in pencil, and colored it in PS 7.0! This is my second time drawing Obito. The drawing is for contest. I actually didn't spend so much time colouring the lineart. But it's my first I've coloured my lineart, so I hope you'll enjoy it

You colored it! You need practice (no offense), but it's still great! I couldn't have done any better. I really do like it though! Keep trying!

Hmmm....
I think, it would be better to make shades more solid in some places. They also look kinda random here.
Goggles: It's better to make colour them more evenly, not spotty as you did. That would suggest their material.
It would be better if you'd add more strands in hair next time... And also more hard shading here. Oh, yeah, add some bliks 
Now... How to avoid white outline (in photoshop, but other programs have similar ways):
1) Select area with magic wand.
2) Go Selection->Modify...->Expand
3) Set whatever you want (i usually, set simething between 1 and 4).
4) Fill selection with colour ^^.

Eventhough I despise most Uchihas, exept of Itachi, Obito is colored in very nicely. I'm indifferent to Obito, but the way you fix him so expertly, it may kindle something there!
