No, the spikes are those rubbery spines you see on iguanas for this picture. Felt it would keep the picture close to the source material while being scientifically accurate at the same time.As for why the sail is so long, check the description of this skeletal.

Yeah, so basicallyΒ he is saying that, while he wanted to an accurate one (in another comment I cant find), the people in charge asked him to make something scary and monstrousΒ Β (nothing realistic, but yeah this is what he was talking about in this note to me). He did say he may make an accurate spino in the future ( as implied in the same note). This just proves discovery just wanted to make a monster film.
