I know its really dum of me to ask, but how do you make a vector piece?

You need to use software like Illustrator, Flash, or Inkscape. The artwork you draw in those is made with "paths" and is infinitely scalable. Art made in Photoshop and the like pixelates as you enlarge; vector artwork stays crisp.
