She is one of the villians of Papillon Rose R, the second season. Papillon Rose G wasn't meant to be a season. It was meant to be a movie-finale to the series and the main villians were two aliens, Hydra and Hydrus.

Where is her other arm? it doesn't really look right to have it dissapear like that. I how she looks. Long name for a title of a series, is there an americanized version of the series or not?

umm... not that far into the series, I basically found a fake screen shot and that's what I was working from. Lingerie Senshi Papillon Rose is basically an ecchi spoof of Bishoujo Senshi Sailor Moon... I guess some anime just have long names. They never got to the other seasons of Papillon Rose, just an OVA and 6 episodes of Papillon Rose New Season.
