Well,
円 is Japanese Kanji,
圆 is simplized Chinese character(简化字),
圓 is traditional Chinese character(繁体字)
All of them can refer to circle,
And japanese word 円 also means the unit odf money(¥)
while in Chinese is 元。

yes i think so. the japanese simplified 圓 a lot more than the chinese did which is unusual. usually the chinese simplifications are more extreme than the japanese ones.

japanese made simplifications to many chinese characters, but the chinese made more radical changes to simplify them. for example the japanese simplified 氣 to 気, but chinese went further to make it 气.
