Really, any psychic pokemon could take down Team Rocket single handedly. They really need to diversify their minion's pokemon list. Maybe Team Rocket just has a koffing and a grimer in the daycare eternally and that's where all their pokemon come from... if they are even in the same egg group which I doubt they are. Maybe one day the grimer and koffing will be let out of the daycare and they will be level 100 and be the real end boss.
Huh, I just noticed I'm nearly at a million pageviews... I guess that's a thing. If someone manages to grab that I might do a something... perhaps...

A comic strip from the early 1900's that was very influential on the newspaper funnies throughout the years. It starred a character sporting a tired smile and hobo attire who went by the name of the title. The whole gag of the comic was that, while Hooligan always tried to do good deeds, he'd always get arrested due to big old misunderstandings. (i.e., a lady's parrot escaped from it's cage and refused to come down from a tree. Hooligan entered the scene and offered to get her parrot down for her. When trying to do the favor, it became apparent that the parrot didn't particularly like him and started biting him, and the policemen showed up and arrested him for supposed animal abuse, though quite frankly, it was the animal that was abusing him)
Though, I don't blame you for not knowing about it. The comic strip in question is over a century old and not many people know about it anymore, at least to my knowledge.
