This isn't the first time this has happened. I believe there was another tiny Nidoqueen of roughly the same size in the episode where some music or something is making Pokemon walk places at night (don't remember much about the episode.) But yeah. The silliest thing is that Nidoqueen can't even breed. Having a baby one is just so much facepalm.

Let's try putting this in perspective, course it is quite interesting.
(I do believe it is just a screw up from the drawing-team, but stay with me here)
What we got here is a baby Nidoqueen, the only way to get a Nidoqueen is by evolving Nidoran F into Nidorina and then again into Nidoqueen with a Moon Stone.
A logical way for a kid Pokémon to be fully evolved would be for it to have a Pokémon trainer since it then would get lots of experience and evolve quicker then in nature, since Pokémon battles seem to be less common in nature then in ... "civilization" i guess?
However, this Nidoqueen baby is a wild one, which means it has to have gotten the experiences from somewhere ells.
A likely theory on where it would get the needed experience would be, that the mother Nidoqueen had lots of babies when the baby Nidoqueen (Back then, a Nidoran F) and there was therefore lots of rivalry between the back then, F Nidoran, and it therefore got stronger a lot quicker then one normally would, and it therefore evolved into Nidorina in a younge age.
After that, it just had to stumble upon a Moon Stone at some point, which already exists in nature.

I have to agree with MadHatter-Himself. Nidoran evolve at level 16 and then evolve again with a moon stone so it is possible for a young Nidoran to level up and evolve twice. Also not all pokemon are the same size as Ash had a Noctowl that was half the size of normal ones so it could be a dwarf as well.

Hmm....midget Nidoqueen perhaps? I can't seen all pokemon of any type being exactly the same height/weight, etc.
Just a thought on it...probably another goof-up on the series.

Lol, I thought the same as well. I was like, "Wait...shouldn't that be a Nidoran♀?"
Then I just past if off, figuring that it was because that Nidoqueen was a clone is why that happened.

I remeber thinking that when i saw that film as a kid, and as an avid pokemon breeder i know nidoqueens-nidorina strangly can't breed.
