i'm sorry- i was in a rush when i answered you originally- here is a more complete answer to your question dear!
Well, as I said, they were made in Photoshop- however, if you don't have PS, there are a number of free photo-editing programs available- a few of which, while not as complete as Photoshop, are still effective & sufficient enough to create beautiful digital art.
Gimp is arguably the best free alternative to PS out there- and, although I still prefer Photoshop, Gimp has a very large following & fanbase as well- many of who argue that Gimp is superior to PS.
Also, I really want to mention the suite of free online image tools found at aviary.com- including an image editor, & vector, video & music editing/creation tools- there's also even a color tool.
In terms of these folders specifically- I used a vector of a very simple folder shape that I created prior in Illustrator- however, it isn't anything so complex that the pen tool in Photoshop can't handle. The flowers are from both personal images, as well as stock images from SXC. I edited the flower images both before & then again after resizing- everything from simple tweaks (levels, color, curves, sharpen, etc + blending effects) to slightly more involved manipulations. Then I added a gloss effect to the folders & did a variety of other manipulations/tweaks/etc.
