I just started with a black background, sketched the outline, and then added each color one by one, each in a separate layer.

All the different colors work nicely together!
I really like the yellows and reds, they give the picture a warm glow. The blues and purples mix well too.My favorite parts are the eyelashes and horn! The detail looks really good on those!

Very pretty! The mixed warm/cold colors work very well, and I like the thin sketchy lines (instead of the usual thick-solid-glowing-line approach to "neon" aesthetic). I imagine this would make a nice T-Shirt as well! Good work.
