Yeah, her "freckles" are actually tattoo that are part of her culture Β and represent her accomplishments as a Palawan(that's the name for jedi students)

I guess we were too transfixed on lightsaber duels and Ahsoka shipping to notice at the time. I had other anatomy questions at the time like "If togruta are hairless why does Ahsoka have eyelashes?" and "Where on a togruta are the ears? Or do they just use their horns?"
Anyway back to the art, I agree with everyone bellow me, this is a very cute Barriss. Big eyes, comical mouth, nice combination.
The eyelashes do help frame those beautiful eyes of hers, said eyes you always seem to draw so well. Heck, blue just seems to be a good colour for her.

To answere your second question, togrutas do use there horns for hearing(<-- don't remember the right word for "horns" right now). They actually hear even better then humans do.
