For outlining I use paint.net's line tool untill I can actualy get the hang of outlining with the tablet my school game me. For shading and effects and everything however I stick to good ol' photoshop, it's the program we use in school and that I have the most experiance in.

Well photoshop is only something you can eather buy (very expensive) or pirate off the net, the latter being free but sometimes dificult and of course risky. Paint.net however is free and you can get it here [link] The reason it's good for outlining is becouse it has a very easy to use line tool.
