I have a theory as to why they chose to leave Kyoshi in Yokoya:Β
Remember how Jianzhu and Kelsang were having trouble locating the new Avater with the Earthbending scrying methods? How it literally sent them all over the place, when it was supposed to gradually narrow down the home of the new Avatar?Β
Well, remember how Jesa and Hark were on the road all the time with Kyoshi? Now, imagine that wherever they go, not long after they settle down in one spot, but who shows up searching for somebody if not Jianzhu the Gravedigger? The mass-murderer of daofei like them. They could brush off the first two times this happens, but not when he keeps showing up every single town they go to. It's enough to make anyone paranoid that this guy is after them. Since they're daofei gang leaders, there's only one reason they can think of why he'd be after them.

So out of fear and desperation, they leave their only child somewhere out in the sticks where they think she'll be safe while they try to at least lure the Gravedigger away. I'm sure they fully intended to go back for Kyoshi as soon as they were sure they'd shaken Jianzhu's pursuit, only for the guy to set up shop in Yokoya. So they end up too damned terrified to go back to retrieve their daughter.
Keep in mind, they have NO idea that Kyoshi might be the Avatar, and that might be the reason Jianzhu keeps popping up wherever they go. Jianzhu never finds the Avatar because her family keeps skipping town as soon as they realize he's there. Jesa and Hark were convinced that they were the targets this whole time, and didn't want their little girl to suffer the consequences if Jianzhu ever caught up with them.Β
