story:
this illustration is inspired by the book no such thing as dragons by Philip reeve on one page of the book it shows one of the main characters in a snowy landscape amidst a snowstorm in the background you can see the shadow of a bird like creature in the background therefore I used my expertise to make a hypothetical creature from this shadow

biology and history:

so let's say this is a sentence of a migratory hoatzin they eventually ended up in Europe and resided around the mountains due to being too cold in frigid you didn't have many predators which allowed it to diversify into many species one being predatory and also growing in size this species retains their
fingers/claws past childhood but still having wings but mainly vestigial as they cannot fly anymore and only go down from the mountains to feed on medium size prey e.g deer , pigs , sheep and humans
therefore creating a culture of dragon fearing people they believed that they flew above hi in the sky that's why they never saw them which is not true they could not fly and as for the fire aspect it was simply a rumour from do called 'dragon" killers that if you didn't pay them not only would their livestock be gone but their houses burned down.
