Let me start off by saying that this photo is BEAUTIFUL! Photography featuring fire and people who work with fire is always tricky, so good job.
The way you framed Red Riding Hood is good, though she's a little crowded on the right... the spacing could be due to cropping. Cutting her off in the middle of her shins is a little awkward, but it doesn't take away from the beauty of the photo, though it would have been nice to also see the bottom edge of her burning circle. The motion blur is very slight, which is good because you get a sense of movement without losing the twirler's form. If you ever found yourself in the company of another fire twirler, I'd be interested to see what would happens if you leave your shutter open for half or a third as much time... it could limit or clean up some motion blur and show one circle instead of two.
I really like that certain parts of the twirler are highlighted by the fire -- it draws attention to her hands, arms, chin, and the backs of her legs. I would have liked it if her face was also illuminated a little more, as you can kind of see one of her eyes, but that's not something you can fix now. Carefully stepping in a circle around her to change your perspective (by that I mean shooting the side of her versus shooting the front of her or the back of her) could produce different and interesting perspectives in future situations, though with this angle the twirler's fire circles are closest to being perfectly circular.
Overall, I really love this picture. Well done!

This is a beautiful shot! Is she fire-hooping or using a staff of some sort?

Another technique I'd love to use in a photo someday! (If it is the wool and batteries thing?) Composition is very nice, and that silhouette is fabulous.

Yes, youre right ! If you choose greater shutterspeed youll get only full orange ring without details. When you choose smaller shutterspeed youll get unfinished circle.
